A holder counts once per broadcast, on their first message. First time is their first message in this channel ever; the rest are returning. Newest first.

Bureau channels your holders were stamped at within three days of a visit here. Counts of holders, never names, and a channel appears only once three or more went there.

Everything here is a count. The people behind the counts are on their own holder records, which are theirs. The where-next list is held to the same threshold as the overlap report in the Port of Entry, for the same reason: a count of one would name somebody.
